According to the report, in Latin America & the Caribbean an average of three per cent of the GDP is spent on infrastructure while many countries spend more than four per cent. Comparatively, the percentage of GDP spent on infrastructure in the East Asia/Pacific region is 7.7. The causes of inefficient infrastructure investments, as cited in the report, include lack of institutional planning capacity, budgeting and implementation issues, inefficient procurement processes, and regulatory uncertainty. The report also said that adequate pricing for infrastructure services can also help increase efficiency. The report said that sanitation and transport were two key areas where this region lagged behind other middle-income regions and said there was potential focus areas for infrastructure improvements. In June 2017, the City adopted an ordinance limiting the use of electronic screen devices while driving on public roads in the City limits, and setting a fine amount as a minor offense. Jordan Chilson, Council Member: “Based on my discussions with local school administrators, there have been ongoing safety issues with parents distracted by cell phones in their parking lots during student pick up and drop off times. I believe the safety of our local students is paramount and this ordinance will serve as a reasonable tool we can provide to help address these issues.” If passed this would not however apply to hands free device usage or parked vehicles not in operation. This fall the Alaska State Legislature passed House Bill 333 which grants authority to municipalities to regulate use of cell phones while operating a motor vehicle in active school zones as well as on school property. The bill was introduced to reduce the use of cell phones while driving in active school zones or on school property. In the face of substantial differences over a variety of issues in the House and Senate versions of the fiscal 2017 defense authorization bill, the lead staff for the congressional committees that produced the two measures said the bills aren’t as far apart as it may seem.“The objectives are the same, the intent is the same,” Chris Brose, staff director for the Senate Armed Services Committee, said Tuesday at an American Enterprise Institute event.One of the tougher issues that will need to be settled in conference is funding. While they both stick to the topline requested by the Obama administration for DOD’s base budget, the House adds $18 billion from the department’s overseas contingency operations account for base budget needs not requested by the Pentagon. That maneuver, though, would shortchange funding for overseas operations and force the next administration to request supplementary war funds before the end of April. As a result, the White House has threatened to veto the measure.Bob Simmons, staff director for House Senate Armed Services, defended the bill’s fiscal approach, pointing out that Democrats had used it in the past, reported Defense News.“We’re doing all these things to help the Department of Defense,” Simmons added. “If [the president is] going to veto it, he’s operating under false pretenses. We are taking care of the warfighter. We want to make sure those kids go into harm’s way with what they need.”The Senate version did not adopt the House framework, but Brose noted that SASC Chairman John McCain (R-Ariz.) also sought extra funds to pay for more equipment and higher force levels.“We have no disagreement over the need for this, and the challenge is how you deliver it with a topline both sides agree is inadequate,” Brose said.The Senate version also contains provisions that are opposed by the White House, including language that splits the position of undersecretary of defense for acquisition, technology and logistics into two posts — an undersecretary of defense for research and engineering and the renamed undersecretary for management and support.The committee’s reforms continue last year’s approach, which placed more acquisition authority in the hands of the services, Brose said. Friday marked the 10th day of her paid leave as multiple investigations probe lucrative deals she negotiated since 2011 to sell copies of her self-published books to customers including a hospital network she once helped oversee and a health plan that does business with the city.The CEO of Associated Black Charities was once a member of Pugh’s transition team and inaugural committee in Baltimore, a city with a tight-knit political and civic culture. Through a spokesman, the ABC nonprofit said it will “cooperate fully with all official inquiries and investigations.”In a news release issued late Thursday, Young portrayed the audit as necessary for “full transparency,” while also saying he had no concern that the group’s management of the taxpayer-financed Baltimore Children and Youth Fund is “related in any way to its relationship with Catherine Pugh” or her limited liability company.The $12 million youth fund was first proposed by Young after the massive unrest sparked by the 2015 death of a young, Black man fatally injured in police custody. Following a task force’s review, Associated Black Charities was picked to manage the fund and was officially authorized by a five-member spending board controlled by the mayor and included Young in his capacity as City Council president.Associated Black Charities got some $1.2 million to manage $10.8 million in grants during the city youth fund’s first year.In a statement issued early this month, Associated Black Charities disclosed that five organizations donated $87,180 to pay for “Healthy Holly” books, of which the nonprofit group kept $9,552 to use as “general support.” The money collected between 2011 and 2016 to buy and distribute 10,000 copies of Pugh’s books was made up of donations from entities including the CareFirst BlueCross BlueShield insurance carrier.But that’s just one part of the Healthy Holly saga. There’s been a growing tide of investigations spurred by revelations that Baltimore’s elected mayor was paid $800,000 over roughly eight years for tens of thousands of copies of her obscure children’s books.Pugh’s biggest customer, The University of Maryland Medical System, whose board of directors she sat on for nearly 20 years, paid her $500,000 for 100,000 copies. She’s since stepped down from the UMMS board and returned her most recent payment of $100,000.Health care provider Kaiser Permanente also spent roughly $100,000 on Pugh’s books after she became mayor, when the company was seeking a contract with the city. A financier donated some $100,000 to the mayor’s initiative, insisting he didn’t expect anything in return for his largesse.Numerous city and state officials have called for Pugh’s immediate resignation. On Friday, the board of the Greater Baltimore Committee, an economic development group, made the latest call for her to step down, saying the recent revelations into her actions as an elected official “have undermined her moral authority” to lead the city.Her spokespeople say Pugh fully intends on returning to City Hall when her health is better. In the wake of the revelations, Disney suspended its advertising spending on YouTube, Bloomberg reported Wednesday. (Disney reps did not respond to requests for comment.) Other advertisers that have frozen their YouTube ad spending include Epic Games, maker of “Fortnite,” and Nestle U.S., per the report. McDonald’s also has pulled YouTube ad spending, according to a Wall Street Journal report.YouTube did not comment on advertisers suspending their spending. According to YouTube, after Watson posted his exposé, the service terminated over 400 accounts and channels that violated its policies, disabled comments on “tens of millions” of videos and also reported illegal activity to law-enforcement authorities.“Any content — including comments — that endangers minors is abhorrent, and we have clear policies prohibiting this on YouTube,” a YouTube rep said in a statement. “There’s more to be done, and we continue to work to improve and catch abuse more quickly.”According to Watson, videos in the “pedophile ring” had run ads from brands including McDonald’s, Lysol, Disney, Hershey Co.’s Reese’s, Purina, Grammarly, Ikea and GNC.It’s the latest in a string of “brand safety” scandals for YouTube involving ads served with inappropriate content.
